Local LLM Series, Part 1: Setup for SOC Analysis on Windows 11 + AMD RX 9070 XT

Series: Overview · Part 1, Setup guide (this page) · Part 2, Deployment record · Part 3, Keeping reference data current · Part 4, Testing on a phishing email. Each part can be read on its own.

Built with AI, on purpose. I used Claude (Sonnet 5.5, from Anthropic) to help plan this build, troubleshoot it, write the scripts and draft this guide. I am not presenting the scripts as my own coding. What I am showing is the project itself: choosing the goal, running it on my own hardware, testing the results, and using AI tools to move faster on work I am still learning. See "How this was made" near the end of this page.

Overview

Your RX 9070 XT (16 GB VRAM) can run Hugging Face models on the GPU under Windows 11 using AMD's ROCm build of PyTorch. This guide takes you from a clean Python install to a working local model, then to SOC-specific scripts. Everything runs on your machine, so alert data and IOCs never leave it. AMD's Windows support matrix lists the RX 9070 XT for PyTorch on Windows 11 (see Sources). One requirement shapes the whole guide: AMD's Windows PyTorch needs Python 3.12. Local inference keeps data private but does not make answers accurate, so the guide ends with a script that makes the model answer only from reference documents you supply.

Assumption: this guide is written for the 16 GB Radeon RX 9070 XT, not the 32 GB Radeon AI PRO R9700. On a different card, check AMD's support matrix (see Sources) and adjust the model sizes.

Route Best for Tools Trade-off
A: PyTorch + Transformers (Steps 3 and 4, first test) Learning Python, full control, custom pipelines AMD PyTorch on Windows, transformers More setup, depends on AMD's driver package
B: AMD's llama.cpp build (Step 5, recommended; larger models) 14B-class and 20B-class models compressed to 4-bit AMD-validated llama.cpp binaries and a local server Different workflow from Transformers, still scriptable from Python through a local API

Step 1: Check your system

AMD's Windows PyTorch wheels install only on Python 3.12, so the latest Python you installed will not work for this project. Keep it and add 3.12 beside it; the py launcher lets you choose a version per project.

Item How to check Target
Python 3.12 py -0p in PowerShell A 3.12.x entry in the list (AMD requires 3.12)
GPU Task Manager > Performance > GPU Radeon RX 9070 XT, 16 GB dedicated memory
AMD driver AMD Software: Adrenalin Edition, settings page 26.2.2 or newer
Free disk space File Explorer > This PC 50 GB or more (estimate: ROCm wheels plus several models)
System RAM Task Manager > Performance > Memory 32 GB comfortable, 16 GB workable (estimate)

Run this in PowerShell to see what you have:

python --version
py -0p

If py -0p shows no 3.12 entry, install it. AMD's own example output uses 3.12.10.

winget install Python.Python.3.12

Close and reopen PowerShell afterward so the new install is picked up.

Step 2: Install the driver and create the environment

Install AMD's 26.2.2 graphics driver first; AMD lists it as the prerequisite for the ROCm 7.2.1 PyTorch release on Windows. Download it from the 26.2.2 release notes page, then reboot.

Then create the project folder and a virtual environment built on Python 3.12. The virtual environment keeps this project's packages separate from everything else on your PC. The examples use C:\soc-llm; use any drive with enough free space.

mkdir C:\soc-llm
cd C:\soc-llm
py -3.12 -m venv .venv
.\.venv\Scripts\Activate.ps1
python --version

The last command must print Python 3.12.x. Your prompt will now start with (.venv); run the activate line again each time you open a new PowerShell window for this project.

If PowerShell refuses to run the activation script, allow local scripts for your user account once, then retry:

Set-ExecutionPolicy -Scope CurrentUser RemoteSigned

Step 3: Install ROCm PyTorch and verify the GPU

With the (.venv) prompt active, run AMD's two install commands from its Windows PyTorch guide. They pull the ROCm 7.2.1 runtime, then PyTorch 2.9.1 built for it. Expect several minutes and a multi-gigabyte download. The backtick at the end of each line is PowerShell's line continuation, so paste each block whole.

3a. ROCm runtime:

pip install --no-cache-dir `
    https://repo.radeon.com/rocm/windows/rocm-rel-7.2.1/rocm_sdk_core-7.2.1-py3-none-win_amd64.whl `
    https://repo.radeon.com/rocm/windows/rocm-rel-7.2.1/rocm_sdk_devel-7.2.1-py3-none-win_amd64.whl `
    https://repo.radeon.com/rocm/windows/rocm-rel-7.2.1/rocm_sdk_libraries_custom-7.2.1-py3-none-win_amd64.whl `
    https://repo.radeon.com/rocm/windows/rocm-rel-7.2.1/rocm-7.2.1.tar.gz

3b. PyTorch, torchvision, torchaudio:

pip install --no-cache-dir `
    https://repo.radeon.com/rocm/windows/rocm-rel-7.2.1/torch-2.9.1%2Brocm7.2.1-cp312-cp312-win_amd64.whl `
    https://repo.radeon.com/rocm/windows/rocm-rel-7.2.1/torchaudio-2.9.1%2Brocm7.2.1-cp312-cp312-win_amd64.whl `
    https://repo.radeon.com/rocm/windows/rocm-rel-7.2.1/torchvision-0.24.1%2Brocm7.2.1-cp312-cp312-win_amd64.whl

3c. Verify. These three checks must pass before you go further:

python -c "import torch; print(torch.__version__)"
python -c "import torch; print(torch.cuda.is_available())"
python -c "import torch; print(torch.cuda.get_device_name(0))"
Command Expected output
Version 2.9.1+rocm7.2.1
GPU available True
Device name Your Radeon card's name, such as AMD Radeon RX 9070 XT

PyTorch reuses its "cuda" naming for AMD GPUs, so True from torch.cuda.is_available() is the correct result on your card, and code that targets cuda runs on it.

For a fuller report, run python -m torch.utils.collect_env; the line ROCM used to build PyTorch should show a 7.2 version.

Step 4: Install Hugging Face libraries and run a first model

Install the libraries in the same activated environment. AMD's guide lists transformers and the optional huggingface-hub; this guide adds accelerate because device_map="auto" needs it to place the model on your GPU.

pip install transformers huggingface-hub accelerate

For the first run, use a model AMD has tested on Windows: DeepSeek-R1-Distill-Qwen-1.5B. It is small, so a failure points at your setup, not at the model's size. Save this as C:\soc-llm\test_llm.py, adapted from AMD's Windows transformers example:

import torch
from transformers import pipeline

print("GPU:", torch.cuda.get_device_name(0))

model_id = "deepseek-ai/DeepSeek-R1-Distill-Qwen-1.5B"
pipe = pipeline(
    "text-generation",
    model=model_id,
    dtype=torch.float16,
    device_map="auto",
)

messages = [
    {"role": "system", "content": "You are a concise SOC analyst assistant."},
    {"role": "user", "content": "Explain Kerberoasting in three sentences."},
]

outputs = pipe(messages, max_new_tokens=256)
print(outputs[0]["generated_text"][-1]["content"])

Run it:

python test_llm.py

The first run downloads the model, which can take a few minutes. A reply that starts with your GPU name and then answers the question means the whole stack works. This model is a reasoning model, so its answer may begin with a block of visible thinking before the final text; that is normal.

Models are cached under C:\Users\<you>\.cache\huggingface. To keep them on a larger drive, set this once and reopen PowerShell:

setx HF_HOME "D:\hf-cache"

Choosing models that fit 16 GB

In the Transformers route, a model stored in 16-bit precision needs about 2 GB of VRAM per billion parameters, plus room for context. That caps your plain Transformers models at roughly 4B parameters; 8B and up need 4-bit compression, which AMD's llama.cpp build handles (see Step 5). AMD's Windows guide does not cover 4-bit loading in Transformers, so this guide does not build on it.

Model size 16-bit weights (estimate) Transformers, 16-bit, on 16 GB 4-bit GGUF (estimate)
1.5B about 3 GB Comfortable about 1 GB
4B about 8 GB Comfortable about 2.5 GB
8B about 16 GB Does not fit about 5 GB
14B about 28 GB Does not fit about 9 GB

A suggested path:

  1. Verify the stack with a model AMD has tested on Windows: Llama-3.2-1B-Instruct, Llama-3.2-3B-Instruct (Meta requires access approval on Hugging Face) or DeepSeek-R1-Distill-Qwen-1.5B, per AMD's support matrix.
  2. Learn the workflow with the best instruct model of 4B parameters or fewer that you can find on Hugging Face. Untested models usually work but are not on AMD's list.
  3. Move to quality with a 4-bit 14B-class model through AMD's llama.cpp build (see Step 5). A 16 GB card runs a 14B model at 4-bit with room left for long context, according to a July 2026 roundup.

Model families that recent third-party roundups name for 16 GB cards: Qwen 3 14B, Phi-4 14B, Gemma 12B-class, DeepSeek-R1 14B, and gpt-oss-20b (roundup 1, roundup 2). At 4-bit, the first roundup lists Qwen 3 14B and Phi-4 14B at about 9 GB each and Gemma 3 12B at about 8 GB. The second lists gpt-oss-20b as a 12.8 GiB native checkpoint, which leaves little room for context on a 16 GB card. These are blog rankings, not benchmarks checked for this guide, and the field changes monthly. Read each model's card on Hugging Face for its license and recommended settings before you use it for work.

Step 5: Run a 14B model with AMD's llama.cpp build

This is the recommended route for SOC work: it runs Qwen3-14B, a 14B-class model, at 4-bit on the 16 GB card. AMD publishes validated llama.cpp binaries for Windows in a package that covers the gfx120X family, which includes RDNA 4 cards like the RX 9070 XT. They load compressed GGUF models and serve a browser chat page and a local, OpenAI-compatible web API that your Python scripts can call. This route needs neither Python 3.12 nor PyTorch, so it also works if Steps 3 or 4 give you trouble.

Download and unpack (AMD's commands; the build number in the file name may be newer on AMD's page):

cd C:\soc-llm
curl.exe -o llama-bin-windows.zip "https://repo.radeon.com/rocm/llama.cpp/windows/rocm-rel-7.2.1/llama-b8407-windows-rocm-7.2.1-gfx110X-gfx115X-gfx120X-x64.zip"
Expand-Archive -Path "llama-bin-windows.zip" -DestinationPath ".\llama_cpp_binaries"
cd .\llama_cpp_binaries
dir

If dir shows a single inner folder instead of llama-server.exe, cd into it.

Get a model. Qwen3-14B in Q4_K_M quantization is about 9 GB and, per Qwen's model card, licensed Apache 2.0 (confirm on the card before work use). Download it from Qwen's official GGUF repository with the Hugging Face command-line tool installed in Step 4, then compare the file's hash with the one shown on its Hugging Face page:

hf download Qwen/Qwen3-14B-GGUF Qwen3-14B-Q4_K_M.gguf --local-dir C:\soc-llm\models
Get-FileHash C:\soc-llm\models\Qwen3-14B-Q4_K_M.gguf

Start the server from the folder that contains llama-server.exe (dir shows it; if it is inside an inner folder, cd into that). -ngl 99 puts every layer on your GPU, -c 8192 sets an 8,192-token context window, -fa on turns on flash attention, and --jinja applies the model's own chat template. --host 127.0.0.1 keeps the server reachable only from your own PC; do not change it to 0.0.0.0 on a work network.

.\llama-server.exe -m C:\soc-llm\models\Qwen3-14B-Q4_K_M.gguf -c 8192 -ngl 99 -fa on --jinja --host 127.0.0.1 --port 8080

Open http://127.0.0.1:8080 in a browser for a chat page. In testing on an RX 9070 XT, this setup generated about 53 tokens per second. Qwen3 may print a reasoning block before its answer; add /no_think to a prompt to skip it. A larger -c allows longer inputs but uses more VRAM.

Leave the server running in its own window. The scripts in Step 6 call it from a second window.

GUI tools such as LM Studio and Ollama are alternatives. Their support for this card was not verified for this guide, so check each project's documentation before relying on them.

Step 6: Helper scripts for the server

These helpers call the server from Step 5, so keep it running. Run them from a second PowerShell window with the (.venv) environment active, after installing one more package: pip install requests.

The sampling values follow the Qwen3 model card, which advises against greedy decoding. Each script adds /no_think to skip the model's long reasoning block; pass --think when you want it. Save the first one as C:\soc-llm\ask_server.py:

Show the full code: ask_server.py (73 lines)

Try it:

python ask_server.py "Explain pass-the-hash in three sentences."

The second script analyzes a log or alert file and extracts IOCs with regular expressions instead of the model. Regex finds exact strings reliably; the model is better used to describe what the evidence means. Save it as C:\soc-llm\soc_llm.py; it imports ask from ask_server.py, so keep both files in the same folder.

if __name__ == "__main__":
    main()

Run it against a saved alert or log excerpt. The script prints every IOC it finds in the whole file, but the model sees only the first 14,000 characters, because the server's context window is 8,192 tokens; split long logs into chunks.

python soc_llm.py "Summarize this alert for a Tier 1 handoff: what happened, affected assets, and next checks." alert.txt
python soc_llm.py "Describe the failed-logon pattern and say whether it suggests brute force or password spraying." auth_log.txt

Safe-use habits for SOC data:

  • Treat evidence as hostile. Phishing emails, user-agent strings and file names can carry text written to steer an AI. The system prompt tells the model to ignore instructions inside the data, which reduces that risk without removing it. Never let a model run commands, block indicators or close tickets on its own.
  • Verify before you act. Small models invent details. Check every IOC, timestamp and technique ID against the source log.
  • Go offline once models are cached. Inference runs locally, and setting HF_HUB_OFFLINE stops the libraries from contacting Hugging Face at all: setx HF_HUB_OFFLINE 1, then reopen PowerShell.
  • Check your policy. Confirm your employer allows case data to be processed by a locally run model before you use real incident data.

Step 7: Answer from your own references

Running a model locally keeps case data private, but it does not make the model more accurate. In testing, Qwen3-14B gave Kerberoasting's ATT&CK ID as T1558.002 (the Silver Ticket technique) instead of T1558.003, along with other technical errors. The fix is to make the model answer only from reference text you supply and to cite it. Save this as C:\soc-llm\ask_grounded.py:

Show the full code: ask_grounded.py (579 lines)
"""Reference-grounded questions for a local llama.cpp server.

The model is only shown excerpts from reference files you supply, and must
cite them. Afterwards the script checks the answer: citations must exist, and
identifiers (ATT&CK IDs, CVEs, IPs, hashes) must appear in the reference text.

Usage (PowerShell, .venv active, llama-server already running):

    python ask_grounded.py -r refs\\kerberoasting.txt -q "What is the ATT&CK ID for Kerberoasting?"
    python ask_grounded.py -r "refs\\*.txt" -r runbook.md -q "How do we triage a 4769 spike?"

A passing check means the identifiers appear in your reference, not that the
answer is right. Read the printed context lines and confirm the claim yourself.

if __name__ == "__main__":
    main()

Create a refs folder and save reference text in it, one topic per file: ATT&CK technique pages, Windows event documentation, your own runbooks (Part 3 sets up a runbooks folder for them). The model treats whatever is in these files as true, so use sources you trust. Then ask a question with the server running:

mkdir C:\soc-llm\refs
python ask_grounded.py -r refs\kerberoasting.txt -q "What is the MITRE ATT&CK ID for Kerberoasting?"

How it works:

  • It sends the model only the excerpts that match the question, labeled [S1], [S2] and so on. Matching weights rare words, ignores filler words such as "steps taken", and caps how many excerpts any one source file can contribute, so Atomic Red Team or Sigma records cannot crowd out a runbook.
  • The system prompt requires a citation after every claim, and the exact reply NOT IN REFERENCE when the excerpts lack the answer. With evidence, it also requires Cannot determine from this evidence: for anything the evidence does not show.
  • If no excerpt matches the question, the script skips the model and prints NOT IN REFERENCE.
  • Markdown runbooks are split at about 3,500 characters on line or sentence ends, so a section is not cut mid-sentence; other text splits at 1,500.
  • After the answer, it warns about missing or invalid citations, about any ATT&CK ID, CVE, IP address or hash that is absent from the reference text, about an answer cut off at the token limit, and about sentences or list items that carry no citation or share almost no wording with the source they cite. It also checks that every URL in the answer matches a URL in the evidence character for character (line-wrapped URLs are rejoined first). The support checks are rough heuristics.

Test results on Qwen3-14B with the ATT&CK Kerberoasting page saved as the reference: asked for Kerberoasting's ATT&CK ID, the model answered T1558.003 with a citation and the grounding check passed. Asked about Azure AD service account password policy, which the page does not cover, it replied NOT IN REFERENCE instead of answering from memory. Part 4 of this series covers eight further runs with a phishing email, which found problems this simple test did not.

Limit: the identifier check proves only that an ID appears in your reference, not that it belongs to the right technique. A wrong answer of T1558.002 would pass if that ID appears anywhere in the excerpts, for example under Silver Ticket. The script prints the surrounding reference text for each identifier it finds; read that line before relying on the answer. Trimmed, single-topic reference files give the model less noise and cleaner citations.

To build a larger reference library from MITRE ATT&CK v20, the CISA catalog of known exploited vulnerabilities, Sigma rules, Atomic Red Team tests, LOLBAS and LOLDrivers, with one record per technique, CVE, rule or driver, see Part 3 of this series. Reference files made that way use ===== lines between records, which this script reads as one excerpt per record.

Step 8: A local web page for grounded questions

The same search, prompt and checks are also available in a browser page, so you can paste a log or an email instead of building a command line. Save this as C:\soc-llm\ask_grounded_web.py, next to ask_grounded.py, which it imports. It uses only Python's standard library plus the requests package you already installed.

Start the llama.cpp server as in Step 5, then run this from the (.venv) window. Use the same number you gave the server for -c; the page sizes its text limits from it (the default is 8192):

cd C:\soc-llm
python ask_grounded_web.py --context 16384 --open

The page opens at http://127.0.0.1:8765. It does the following:

  • Takes a short question, which is the only text used to search your reference files, and optional case evidence (a pasted log, alert or email, or a text file loaded from disk). The model sees the evidence as untrusted data and cites it as [E].
  • Pulls IP addresses, URLs, email addresses, hashes and CVE IDs out of the evidence by pattern matching, then looks up each hash, CVE and technique ID in the reference library and shows the exact matches.
  • Runs checks in code, not in the model, and shows them first under "Automatic checks". For a pasted email these are the From, Reply-To and Return-Path fields, a display name that does not match the sender domain, an address written in machine-like mixed case, duplicate To and Cc addresses, the recipient's name in the Subject, missing SPF, DKIM, DMARC and Received lines, a generic greeting, links on shared hosting, and a decoded link fragment. They do not depend on how you word the question.
  • Matches your runbooks to the case by the rare words they share with the question and the evidence, and prints the matched runbook as a checklist you work through yourself, under "Runbook checklist". The matched runbook is also sent to the model so it can cite it.
  • Shows the model's answer below those, labeled "Model commentary (verify before use)", with clickable [S#] and [E] citations, then the grounding check, the indicators, and the full text of every source sent to the model.
  • Reads refs\*.txt, runbooks\*.md and runbooks\*.txt by default; the Reload library link picks up changes without a restart.
  • Keeps llama.cpp's own chat page in a second tab. That page does not use your reference files, so answers there come from the model's memory. If the embedded frame stays blank, the tab links to http://127.0.0.1:8080 in its own browser tab.

The page listens on 127.0.0.1 only, rejects requests whose Host header is not its own address, sends a Content Security Policy that blocks scripts from any other source, and does not write questions or evidence to the console. Nothing leaves the PC.

Speed and memory at -c 16384. Measured on the RX 9070 XT with a 6,311-token prompt (an email plus 22 excerpts): 3.6 seconds to process the prompt (1,736 tokens per second), then 48.8 tokens per second for the answer, 9.2 seconds in total. The model, the 16K context cache and the compute buffers used 11,028 MiB of the card's 16,304 MiB, leaving about 5 GiB free. A 15,000-token prompt of filler text, close to the full window, took 11.1 seconds to process (1,353 tokens per second) and generated at 44.3 tokens per second. These are single requests.

The model's commentary is the weakest part of the page. In nine test runs with the same phishing email, Qwen3-14B still left some sentences uncited and, in three runs, claimed the evidence was "the original email as a file with headers" when only four header lines had been pasted. That is why the header checks and the runbook checklist are done by code and shown above the commentary. Treat the commentary as a draft to verify. The page needs two files besides itself: ask_grounded.py from Step 7 and the runbooks folder from Part 3.

ask_grounded_web.py, first half. Save both halves into one file, this block first and the next block directly below it.

Show the full code: ask_grounded_web.py, first half (305 lines)
"""Local web page for reference-grounded questions, with the llama.cpp chat beside it.

Troubleshooting

AMD's Radeon documentation used here covers ROCm releases through 7.2.1, and AMD has since moved to unified ROCm documentation. If a download link returns an error or a version no longer matches, check the current ROCm documentation for the newer release's commands.

Symptom Likely cause Fix
pip rejects the torch wheel as unsupported The environment is not Python 3.12 Delete .venv, recreate it with py -3.12 -m venv .venv, and confirm python --version first
torch.cuda.is_available() prints False Driver older than 26.2.2, or Step 3a skipped Install the 26.2.2 driver, reboot, then rerun 3a and 3b in order
Activate.ps1 is blocked PowerShell script policy Run Set-ExecutionPolicy -Scope CurrentUser RemoteSigned once
Error about the dtype argument Older transformers version Replace dtype= with torch_dtype=, which is the spelling in AMD's example
Out-of-memory error on load Model too large for 16-bit weights on 16 GB Pick a model of 4B parameters or fewer, or use the llama.cpp route; close browsers and games that hold VRAM
Download fails with 401 or "gated" on a Llama model Meta requires license approval Accept the license on the model page, then run hf auth login
llama-server is slow and ignores the GPU Wrong build, or -ngl missing Use the gfx120X package from Step 5 and keep -ngl 99 in the command
First run takes many minutes Model is downloading Normal; later runs load from the cache
llama-server.exe exits at once; the browser shows ERR_CONNECTION_REFUSED A DLL is missing (exit code -1073741515). The CPU backend needs the OpenMP runtime libomp140.x86_64.dll Run .\llama-server.exe --version, then $LASTEXITCODE on its own line, to confirm. Copy libomp140.x86_64.dll into the llama-server folder; the standard Visual C++ redistributable does not include it
The model gives a wrong ATT&CK ID, event ID or CVE Mid-size local models misremember specific identifiers Use ask_grounded.py with a reference file (Step 7) and check the printed context

For an error not listed here, search AMD's ROCm documentation for the message, and include the output of python -m torch.utils.collect_env when you ask for help.

How this was made

I want to be direct about who did what.

  • Written with Claude (Sonnet 5.5): the scripts in this guide, the step-by-step instructions, and the first draft of the text. I ran them on my own machine and checked the results, but I did not write that code from scratch, and I don't claim to.
  • Mine: the goal (a private, local model for SOC work), the hardware and environment, running everything on my own PC, working through the failures, testing the model against answers I already knew, and deciding what to trust.
  • Why I'm saying so: in a SOC, being honest about what a tool did and what you verified is part of the job. The same applies to AI-assisted work. The Kerberoasting test in Part 2 is the clearest example: the model sounded confident and was wrong, so I checked it.

Using AI tools to learn faster, build real projects and then verify the output is a method I plan to keep using and keep being open about.
